Clarification for Article V
  If a member of the crew wishes to bring charges agents any other member of the crew they must first bring there
complaint to the Captain. It is the Captains responsibility to judge weather an offence merits punishment, and if
not , to justify why it doesn't. If the Captain deems it an offence that merits punishment, he shall have the charges
brought before the crew for a vote. The crew as a whole shall decide the fate of the accused. The accused and
the accuser do not have a vote in the guilty / innocent verdict, but do have a vote on the type of punishment.
  It is the Quartermasters responsibility to insure that the ships justice is carried out. In the event the Captain or
Quartermaster is the accused, there duties shall fall to the next Officer in the chain of command.
The Captain retains veto power should he feel that the punishment is too severe or lenient.
